For Hyde and the rest of Tameside, almost always no — and Tameside is genuinely one of the easier boroughs in Greater Manchester for this.
Resin bound is fully permeable, and Tameside Council states the position plainly in its own guidance: planning permission is needed where a driveway “exceeds 5 square metres, and the materials you use are not permeable” — but “if the hard standing is made of a porous material… you will not require planning permission”. A resin driveway sits on the right side of that line at any size.
Unlike neighbouring Stockport, Tameside has no hardstanding restriction
Several Greater Manchester boroughs have Article 4 directions that remove the right to lay a driveway in conservation areas — Stockport has 24 of them, where hardstandings are “likely to be refused”. Tameside has none.
Of Tameside’s nine conservation areas, only Mottram in Longdendale carries a direction touching driveway work, and it covers walls and fences — not the driveway surface itself.
The dropped kerb is a separate application, and Tameside is comparatively straightforward. The quotation fee is £70, and it is deducted from your final bill if you go ahead. The council aims to give a decision within 10 working days of the site visit and to complete the crossing within 28 working days of payment. Planning permission is needed if your property is on a classified or principal road.

Glacial till over Coal Measures
The ground under Hyde is glacial till on Pennine Coal Measures — clay with mudstone, siltstone and sandstone below. It is heavy ground, and it does not drain quickly.
That matters for the build rather than the paperwork. Resin bound stays permeable whatever it sits on, so the planning position is unaffected. But on till the water has to be given a route out, because it will not disappear downwards on its own. Getting that wrong is what produces a driveway that puddles at the edges in its second winter.
